Résumé

After completing this module you will be able to work in teams on SMS development, implementation, assessment and maintaining for an ANSP.

Objectifs de la formation

After completing this module, the student will be able to :

  • Analyse the characteristics of an ANS provider's organisation :
    • Build up a relevant safety organisation adapted to the size of the organisation,
    • Construct the frame of reference for the SMS and write the associated documents,
  • Analyse the hazards and manage the risks associated with the ATS provider's activities and the risks inherent to the organisation of an ATS provider including :
    • Conduct safety audits or safety investigations and generate safety recommendations,
    • Create a safety action plan applicable to the ANS provider and processes,
    • Select relevant safety indicators, and choose the appropriate methods (including audits) to manage the SMS into an ANS provider organisation,
    • Assess the SMS and measure the safety performance and oversee the continuous enhancement of the SMS,
  • Promote safety culture among ATCO, ATSEP and management.

Description

How to organise safety management for delivering Air Traffic Services ?

  • Describe the challenges of providing ATS “En route” and Approach/Tower operations. A tale of two cultures : ATCOs and ATSEPs,
  • The challenges (operational-economical): Different geographical and traffic organization influence safety management and the roles of all the actors (using examples from FABEC organisation),
  • The safety organization by itself: Process analysis of the ATS organization (who's is charge of what?),
  • How to foster safety and Just culture? What are the expectation from the front line actors and management? Safety and just culture Policy,
  • How to manage a crisis situation,
  • The regulatory context: the evolution of European Commission and EASA rulemaking for Air Navigation. The impact on reporting, the safety performance and the surveillance.

Risk Management :

  • Data collection : Reporting process in Air Navigation – operational and technical aspects,
  • The tools for incident analysis: analysis method, usage of taxonomy, risk classification scheme, database, related training,
  • Organisation of incident analysis and coordination with stakeholders: example of local safety committee, local runway safety team,
  • Safety Risk assessment and mitigation: managing changes in Air Navigation, the principles,
  • Functional Hazard Assessment : Identification of Hazards and setting safety objectives,
  • Preliminary Safety System Assessment : Risk reduction means,
  • Safety System Assessment : Demonstrating acceptability of risks, transitions, safety assurance,
  • Recording safety risk assessment.

How to evaluate the SMS effectiveness ?

  • How to build up an SMS Dashboard: Safety performance measurement and reporting; example of European Safety Key Performance Indicators,
  • Safety audit and safety investigation: Internal surveillance procedures.

Managing an SMS :

  • How to ensure compliance with the rules and keeping operational documentation up-to-date,
  • Developing a safety action plan and keeping track of improvements,
  • Services to be provided or contracted (ANS, AIS, CNS, MET, SAR...).

Safety promotion :

  • Safety training and information
  • SMS 2.0: the next generation of SMS – concepts (resilience) and tools (observation of normal operations)
